Background of the Study
Informal settlements have become a widespread phenomenon in many rapidly urbanizing regions, including Aba South Local Government Area. These settlements typically emerge due to housing shortages, rapid urban migration, and inadequate urban planning. In Aba South, informal settlements are characterized by inadequate infrastructure, limited access to clean water, sanitation, and health services, which collectively undermine social infrastructure and community well-being (Nwankwo, 2024). The proliferation of such settlements has raised significant concerns regarding urban governance, public health, and social inequality. Researchers argue that while informal settlements provide immediate shelter for displaced populations, they also create long-term challenges for urban development and social cohesion (Onyema, 2023). The lack of formal planning often results in overcrowded living conditions, increased vulnerability to environmental hazards, and limited access to public services. Moreover, the absence of adequate legal frameworks and supportive policies hampers efforts to upgrade these settlements into sustainable communities. This study explores the multifaceted impact of informal settlements on social infrastructure, analyzing how these unplanned environments affect community dynamics, service delivery, and overall quality of life. It also seeks to identify policy interventions that could transform informal settlements into organized, livable urban spaces while addressing the root causes of their emergence (Agbo, 2024).

Statement of the Problem
Informal settlements in Aba South have significantly compromised the quality and accessibility of social infrastructure. Residents in these areas face challenges such as inadequate water supply, poor sanitation, and insufficient healthcare and educational facilities, which contribute to a lower quality of life (Balogun, 2023). The unplanned growth of these settlements has overwhelmed existing municipal services and hindered the effective delivery of public amenities. The lack of legal recognition and urban planning exacerbates the problem, leaving these communities marginalized and vulnerable. Without comprehensive intervention, the persistence of informal settlements may lead to further degradation of social infrastructure and heightened social disparities, undermining sustainable urban development (Adesina, 2025).

Objectives of the Study:

  • To assess the quality of social infrastructure in informal settlements in Aba South.

  • To identify the challenges faced by residents in accessing public services.

  • To propose strategies for upgrading informal settlements into sustainable communities.

Research Questions:

  • What are the key deficiencies in social infrastructure within informal settlements in Aba South?

  • How do these deficiencies affect the living conditions of residents?

  • What policy measures can improve the quality of social infrastructure in these areas?

Research Hypotheses:

  • H1: Informal settlements significantly lack adequate social infrastructure.

  • H2: Poor social infrastructure in informal settlements adversely affects residents’ quality of life.

  • H3: Strategic policy interventions can effectively upgrade social infrastructure in informal settlements.

Significance of the Study
This study is significant as it provides an in-depth analysis of how informal settlements affect social infrastructure in Aba South. By identifying existing deficiencies and proposing viable solutions, the research aims to inform urban policy and planning to improve living conditions. The study’s findings are intended to guide government agencies, non-governmental organizations, and urban planners in developing sustainable strategies to transform informal settlements, thereby enhancing community well-being and fostering inclusive urban development (Onyema, 2023).

Scope and Limitations of the Study:
This study is limited to Aba South Local Government Area and focuses on the impact of informal settlements on social infrastructure. Data is sourced from local surveys, government documents, and community interviews, which may restrict the generalizability of the findings.

  • Social Infrastructure: The facilities and services that support the well-being of a community, such as healthcare, education, and sanitation.
